Biography
Cynthia Garcia brings more than 30 years of expertise in construction risk management to her role as Chief Risk Officer at Bernards. She oversees the firm’s risk, legal, safety, and insurance functions, partnering across teams to proactively identify and mitigate risks while protecting people, projects, and assets.
A recognized leader in the field, Cynthia serves on the boards of the CSU Fullerton School of Risk Management, the Orange County Chapter of RIMS, and Women in Construction–West Coast. Her contributions have earned industry honors including the IRMI Bill McIntyre Leadership Award, Business Insurance Women to Watch, and ASSE Safety Professional of the Year.
Cynthia is also committed to developing future risk professionals through her work with the Spencer Education Foundation's Risk Manager on Campus program and the Spencer–RIMS Student Risk Management Challenge.
She is a champion of “human first” leadership, fostering a culture where people feel supported, empowered, and encouraged to bring forward creative solutions to complex challenges.
